Wakkanai port is windy throughout the year and the waves are high, so people in the quay wall were swallowed by the waves before the breakwater was formed, and accidents that were able to be flown seemed to have been after all.
So it was this breakwater dome that was built over the year of 5 years from 1931. In 1938 the railway station opened in front of the breakwater. Passengers have been able to switch from the train to a contact ship to Karafuto without worrying about strong winds and high waves thanks to this dome.
